I have the honor to bring to Your Excellency's notice another flagrant case of violation of the Chinese Passengers Act in Novr 1855, similar in all respects, I am told, to that of the ship "Lecount", in which Your Excellency has already rendered the Colonial Authorities your valuable assistance:
The "General Bruce" belongs to Mr. France,
the "Agent", is the same person as
and is also allowed to fly the Foreign flag
without any papers, and to have embarked here a large number of Chinese Passengers for the Colony of Your Excellency.
